Join the Watershed Residential Assistance Program (WRAP)—Take Action for Your Property and Community and receive a free stormwater site assessment!

Carrboro homeowners, you have the power to enhance stormwater management on your property and contribute to a healthier environment! The Program offers both technical guidance and financial support to help you implement nature-based solutions that:

  • Reduce runoff

  • Slow erosion

  • Improve water quality

  • Protect local streams and structures

This Program is a key part of Carrboro’s broader efforts to strengthen our community’s resilience to stormwater challenges.

Why Participate?

By joining this Program, you can:

  • Enhance Surface Water Health – Install features that filter non-point source pollution and improve the ecological integrity of local creeks and streams.

  • Strengthen Resilience to Runoff – Address impacts from impervious surfaces by improving flow management and filtration to reduce flooding-related issues.

Who can apply?

If you are a single-family homeowner and meet the following criteria, you may qualify for technical assistance and potential cost-sharing for eligible practices:

  • Your property is residentially zoned

  • Your property is within Carrboro town limits

  • Your property does not have an active land-use or building permit

How to Apply

Applications will be open March 21 - April 30, 2026. This application window recurs annually during a designated period.

Apply to request a free stormwater site assessment on your property.Staff will perform a site assessment and create a report with technical advice and recommendations for you.You will find a qualified contractor to install your project. You may apply for Cost-Share through the form on the website. Staff will routinely inspect your project during design and construction. You will fill out an annual maintenance form; staff will visit to inspect projects and make sure they are functioning. Staff will continue to track cost-share and nutrient reductions throughout the term of the project.
