Stormwater Services

The following is a list of services currently or soon to be provided by the Town.  

Regulatory Services

  1. Develop and implement activities to comply with the National Pollutant Discharge Elimination System (NPDES) municipal stormwater permit including the six minimum measures and annual reporting requirements:
    1. Public education and outreach;
    2. Public involvement and participation;
    3. Illicit discharge detection and elimination;
    4. Construction site stormwater runoff control (Orange County);
    5. Post-construction stormwater management in new development and redevelopment; and
    6. Pollution prevention/good housekeeping for municipal operations.
  2. Participate in the Bolin Creek Watershed Restoration Team efforts to remove Bolin Creek from the Impaired Waters List.
  3. Track and implement provisions under the Jordan Lake Rules, including annual reporting requirements.

Infrastructure Services

  1. Sweep streets routinely to remove pollutants and debris;
  2. Inspect and maintain stormwater conveyance system;
  3. Support capital projects including new green infrastructure initiatives/projects.

Planning Services

  1. Review development projects involving stormwater management;
  2. Review/update stormwater related provisions in the Town’s Land Use Ordinance

Field Services

  1. Perform field classification of streams; identify and map breakpoints between perennial, intermittent and ephemeral streams;
  2. Inspect public and private Stormwater Control Measures;
  3. Conduct annual benthic monitoring;
  4. Cooperate with Chapel Hill and USGS to monitor stream flow.

Community Services

  1. Support property owners participating in FEMA Hazard Mitigation Grant Program projects for flood mitigation;
  2. Respond to stormwater-related citizen inquiries and requests for assistance; investigate an update to the Town’s Drainage Policy and creation of a Residential Assistance Program;
  3. Provide technical and staff support to the Stormwater Advisory Commission; 
  4. Participate in the Clean Water Education Partnership;
  5. Maintain website to assist citizens with stormwater related questions.

Administrative Services

  1. Manage and update stormwater billing data; respond to customer inquiries regarding fees, impervious surface data, billing, procedures. Work with Orange County Property Tax Office to implement stormwater rate structure;
  2. Prepare and administer stormwater-related professional, engineering, ad operational services contracts;
  3. Maintain stormwater regulatory and infrastructure data systems;
  4. Prepare and manage operating and capital budgets;
  5. Identify and pursue grant opportunities to provide supplemental funding for stormwater mitigation, stream repair and restoration, and drainage/infrastructure improvement projects;
  6. Prepare an annual stormwater report.
